Before the invasion of Ireland from the Normans the country was split into provinces with each one being ruled by Irish Kings.
Once the Normans had control of Ireland they dismissed the provinces of Ireland and split the country into 32 counties which today is how Ireland is offically divided between areas.

Ulster originally contained 9 counties but six of those counties were partitioned from the rest of the country to create Northern Ireland.
